Overview

The registry is the companion document VER 1.1 draft §2.2 establishes: the place a value lives when the specification has opened its value space instead of closing it as a JSON Schema enum. It covers four value spaces — provenance actions, perceptual algorithms, contextual source classes, and metadata segment families — and it exists because ADR-0004 accepted an open provenance.chain[].action conditionally, on a registry existing first:

A governed registry means: a stable published URL; immutable, individually addressable snapshots; a digest per snapshot; append-only history; a written deprecation policy; named maintainers; and an appeals path for a refused registration. A registry with none of these is a wiki, and an open value space behind a wiki is an unconstrained string.

This directory is that registry — the artifact required by row 8 of `standards/ver/1.1-draft/RELEASE.md`. The seven properties quoted above are enumerated against their evidence in the last section.
