§7 Amending this document

This document is standards-track material and amends under its own process: proposed by issue or PR, a normative change to what it commits the project to (§3.1) goes through an ADR, decided by the maintainers named in .github/CODEOWNERS (§4). It carries no separate version number — its history is git log -- GOVERNANCE.md, and that history is the record of how it has changed, same as any other file in this repository.
