Overview

This document is the public governance process required by `VERSIONING.md` §3.4 condition 6 before any release from 1.1 onward can publish: who decides, how a change is proposed, how an objection is heard, and how a decision is recorded. It also defines the mechanics of an external review period (§3.4 condition 5), so a review period is ready to open. Writing this document does not open one — §6 states plainly that none has opened yet.

It does not govern code review, coding style, or the development setup — `CONTRIBUTING.md` does that, for both trees in this repository. This document governs decisions: what the standard requires, what a release contains, and what a conformance code means.
