Change policy

This profile's rule list changes only by a new identifier. A promotion added, a promotion withdrawn, or a rule scoped differently produces vera-profile-high-trust/1.2, …/2.0 or whatever the accompanying release version is — never a silent edit to a published list, because a deployment that pinned "high-trust" needs the name to keep meaning what it meant when it was pinned. The base profile's own growth is not a change to this document: a code added to vera-profile/1.1-draft joins this profile at the severity the registry gives it, and only an entry in the delta table above overrides that.
