This document is a working draft dated 25 August 2026 and shares the status of everything else in standards/ver/1.1-draft/: the base profile it extends (vera-profile/1.1-draft) validates against an unratified schema whose $id is a draft identifier, so a "high-trust conformant" claim made against this document today asserts conformance to nothing citable. The identifier vera-profile-high-trust/1.1-draft carries -draft for that reason and will be replaced by vera-profile-high-trust/1.1 at ratification; the draft identifier will not be reused.

The rule content below is nevertheless final in the sense that matters: the profile is one severity promotion over the base profile, the promotion is named in ADR-0005, and neither is an open question.
