Draft §3.5 lists a ratification deliverable in three parts:

The named high-trust profile referenced in §3.3 is also a ratification deliverable: a profile identifier, a published rule list, and the promotion of the content_hash-absent warning to an error within it.

This document is that deliverable. It names the profile (vera-profile-high-trust/1.1-draft), publishes its rule list (below, in full), and states the promotion (VER1606, warning → error). It is one of the two artifacts row 16 of `RELEASE.md` requires; the other is `ver-recipe.schema.json`.
